Toxic Release Inventory (TRI) Data for sites in the Southern Appalachian Assessment Study Area SAA Version 3.0 Version Date: 3/21/96 --------------------------------------------------------------------------- -------------------------------------------------------------------------- Identification Information Data Layer Name: **_tri92 where ** indicates the state, al (Alabama) ga (Georgia) sc (South Carolina) nc (North Carolina) tn (Tennessee) va (Virginia) wv (West Virginia) Toxic Chemical Release Inventory (TRI) Data for SAA Description: This data layer includes point locations for Toxic Chemical Release Inventory (TRI) data from the Environmental Protection Agency's Toxic Release Inventory System (TRIS) for all States in the Southern Appalachian Assessment Study Area. This data layer includes yearly information by State about the facilities that report releases and the types of chemicals being released. TRI includes information from facilities on the amounts of over 300 listed toxic chemicals that the facilities release directly to air, water, or land or that are transported (transferred) off- site. TRI was mandated by the Emergency Planning and Community Right- to-Know Act (EPCRA) which is based on the premise that citizens have a right to know about toxic chemicals in their communities. TRI's purpose is to encourage planning for response to chemical accidents and to provide the public and government information about possible chemical hazards in communities. Years include: 1987, 1988, 1989, 1990, 1991, 1992 Keywords: TRI, TRIS, hazardous materials, hazardous waste, chemicals, toxics, toxic release, pollution, landfill Citation: none Native Data Set Environment: Unix; Arc/Info 7.0.3 pathname: Scale: unknown, varies File Format: The data layer is in a series of Arc/Info point coverages by State and is available in compressed Arc/Info export format. Each point coverage includes a series of Info files which are structured in a relational fashion. Some analyses may require using one-to-many relates in Arc/Info. Use Restrictions: None. Access Restrictions: None. The National Technical Information Service (NTIS) provides public access to TRI data via magnetic tape, CD/ROM, and dBase and Lotus diskettes (by State). -------------------------------------------------------------------------- -------------------------------------------------------------------------- Spatial Reference Information Datum: North American Datum 1983 (NAD83) Precision: single Projection: Albers Equal Area Units: meters Spheroid: WGS-84 1st Std Parallel: 34 00 00 2nd Std Parallel: 38 00 00 Central Meridian: -82 00 00 Origin: 33 00 00 False Northing: 0.0 False Easting: 0.0 Extent: SAA Boundary West Bounding Coord.: -396158.281 East Bounding Coord.: 334358.469 North Bounding Coord.: 702738.250 South Bounding Coord.: 21954.539 Distance Resolution: unknown Vertical Resolution: n/a -------------------------------------------------------------------------- --------------------------------------------------------------------------- Data Quality Information Thematic Accuracy: unknown Confidence: unknown Accuracy Method: Information in the TRI comes from regulated facilities to EPA through the TRI Reporting Form R, which is available in an automated format on diskette. The Form R information is entered into the TRIS by the EPA. Quality Assurance/Quality Control checks include verification of data entry, data quality reports which check for data entry and submitter errors, and verification of critical release fields. Horizontal Accuracy: unknown Confidence: unknown Accuracy Method: The site latitude and longitude are determined by the facility and entered on the TRI Reporting Form R. Each latitude and longitude value is checked by EPA for validity and accuracy. As part of this process, grossly inaccurate location coordinates have been identified and corrected or improved, however, be advised that there may still be inaccuracies in the location data. A description of the correction process is provided in Volume 2. Vertical Accuracy: n/a Logical Consistency: Some of the facilities that report information for RCRIS (see RCRA TSD Sites) also submit information for TRI. These facilities are identified by their unique EPA ID (EPA-ID and FINDS-EPA-ID in TRI, HID_NUM in RCRIS). Completeness: This data layer includes coverage for the Southern Appalachian Assessment Study Area. --------------------------------------------------------------------------- ----------------------------------------------------------------------- Source Information Source Material: Toxic Chemical Release Inventory (TRI) Organization: U.S. Environmental Protection Agency, Office of Pollution Prevention and Toxics Date: 1987 - 1992 Distance Resolution: unknown, varies for each site depending on location source and method Contribution: Toxic Chemical Release facilities and related release information ----------------------------------------------------------------------- -------------------------------------------------------------------------- Processing History Information Process Description: 1. Information in TRI updated continually by EPA. An EPA contractor downloaded the information in the TRI mainframe database and, using Arc/Info software, created an Arc/Info point coverage for each State based on the latitude/longitude data provided for each facility reported on in TRI. The location data used to create the point coverages were supplemented with additional location coordinates for some facilities, and by identifying the best available coordinates for all facilities. The processes used to create the coverages are fully described in reports prepared by American Management Systems (1991) and ViGYAN Inc. (1992) provided in Volume 2. 2. The TRI data, retrieved from TRIS on May 25, 1992, are organized in a series of Info files for each State coverage. The following delisted chemicals, and facilities releasing or transferring only delisted chemicals, were not included in the coverages: o Titanium dioxide o C.I. Acid Blue 9 o Sodium sulfate o Melamine o Aluminum oxide (non-fibrous) o Sodium Hydroxide (solution) o Terephthalic acid o Copper pigments (formerly included in "Copper Compunds") The case of aluminum oxide is unusual in that the non-fibrous forms were delisted beginning in reporting year 1989. As of RY1990, the remaining reports are assumed to constitute fibrous forms only, and are included only for that year. The impact in the coverages essentially is to add a new chemical for 1990. Other new chemicals added for RY1990 include: o Allyl alcohol o p-Dinitrobenzene o Creosote o Dinitrotoluene (mixed isomers) o 2,3-Dichloropropene o Isosafrole o m-Dinitrobenzene o Toluenediisocyanate (mixed isomers) o o-Dinitrobenzene -------------------------------------------------------------------------- --------------------------------------------------------------------------- Entity/Attribute Information Entity: ss_TRI92.PAT (where ss is the two-letter State Postal code, i.e.NC_TRI92.PAT) Definition: Toxic Chemical Release Inventory Point Attributes Attributes: COL ITEM NAME WDTH OPUT TYP N.DEC DEFINITION 1 AREA 4 12 F 3 Area (this is always 0.0 in point coverages) 5 PERIMETER 4 12 F 3 Perimeter (this is always 0.0 in point coverages) 9 ss_TRI# 4 5 B - Internal point identification number 13 ss_TRI-ID 4 5 B - User-defined point identification number 17 TRI 15 15 C - TRI facility ID; used as a relate item to the ss_TRI.FAC file.
